tion, and retired to the safe refuge of the foreign
Concessions at Tientsin. Early this year he was pardoned,
and the fact that he now assɩmes office illustrates the
intricacies of Chinese politics and is possibly indicative
of a rapprochement between the Thihli Party and Chang
Teo-lin, to the exclusion of "u Plot-fu, who remains very
much in the back ground.

that he was expelled from office when u P'el-fu's "Yo
China" Cabinet was overthrown by the intrigues of the
Tient sin clique last autumn in connection with the Lo "en-
Kan case, and that he was some months ago re-appointed
Acting Minister for Foreign Affairs, hut refused to aser
office until his annointment had bem ratified by Parl
ment.
It was therefore a matter for considerable sprise
that he shold, after maintaining this attitude of aloof-
ness for so long, eventually have joined an administration
which had in the meantime been so much discredited in
